Keystone XL construction will not start this year

TransCanada has “lost the 2019 construction season” for its proposed 830,000 b/d Keystone XL crude pipeline because of legal issues, further delaying the controversial project. The legal and regulatory issues will have to be resolved before the project moves forward, said liquids pipelines presi- dent Paul Miller.
