Venezuelan state-owned PdV is in talks with Beijing to secure a $5bn loan to complete a long-delayed upgrade at its 190,000 b/d Puerto La Cruz refinery by the end of 2020. The refinery is currently operating at minimum levels, a senior labour union official said.
