Beijing allows 28 cities to set steel output cuts

China’s ministry of environment has issued official orders for autumn-winter heating season restrictions for industries, allowing 28 north, east and central cities freedom to devise their own steel output cuts. The order confirms Beijing is opting for a decentralised implementation of measures to reduce winter air pollution. It also makes clear that the restrictions will be limited to 28 cities and not extended to 80 cities, as was expected after a 2018-20 pollution control plan issued earlier this year.
