Changing marine fuel specifcations will increase refner profts on gasoline and diesel next year but not last long enough to drive major refning investments, Phillips 66 said. Refners inevitably overreact to conditions that lead to sharply higher prices, chief executive Greg Garland said. “I do not know if it is going to be short-lived, but I think, within a couple of years, you will actually see that competed away,” Garland said.
