A $1.4bn project to upgrade and expand Egypt’s 100,000 b/d Midor refinery in Alexandria to 160,000 b/d has been delayed by another 18 months at least, according to the state-controlled company. State-run EGPC’s chief executive Tarek El Hadidi said in February that the project was on course for completion by the beginning of 2019. But problems securing funding have pushed this back by more than a year and a half. Midor is now targeting completion by the end of 2020. The original timetable envisaged the expansion project being completed in 2018. Midor secured $1.2bn in financing for the project from three European banks, France’s BNP Paribas and Credit Agricole, and Italy’s CDP, in early 2016. The remainder was to be financed by Midor’s shareholders, of which EGPC is the largest.
