European Commission consults on CO2 border tax

The European Commission has launched a consultation on a new carbon border adjustment mechanism to be applied to “certain” sectors deemed at risk of carbon leakage under the EU’s emissions trading system (ETS). The consultation, which runs until 28 October, will assess a number of policy options compatible with the World Trade Organisation, including a carbon tax on selected imported and domestic products, a carbon customs duty or tax on imports, and an extension of the EU ETS to imports.
