摘要

A series of recent court decisions and regulatory approvals are allowing a trio of long-delayed crude pipeline projects out of western Canada to move forward, although challenges still remain. TC Energy’s Keystone XL, Enbridge’s Line 3 replacement project and the state-owned Trans Mountain pipeline could add as much as 1.8mn b/d of takeaway capacity out of the region, reviving its depressed crude prices. TC Energy plans to start cross-border construction in April on the 830,000 b/d Keystone XL project, which has been in the works for more than a decade. It would move crude from Hardisty, Alberta, to Steele City, Nebraska — which is already linked to Cushing, Oklahoma — and the southeast Texas coast.
