World Trade Organization members picked up negotiations over fisheries subsidies disciplines last week by arguing over how broad exemptions to a potential agreement should be, with the U.S. warning that it cannot sign on to a deal is too watered-down. The latest draft language on scope, circulated on May 18, includes bracketed provisions exempting, among others, subsidies for fuel, aquaculture, inland fisheries and illegal, unregulated and unreported fishing in disputed waters. Members are hoping to agree on a ban on fisheries subsidies by the next WTO ministerial at the end of 2019. Negotiations on a potential deal broke down last December at the WTO's Buenos Aires ministerial.
