China this week escalated its World Trade Organization dispute with the U.S. over Section 301 tariffs on $250 billion worth of Chinese goods as the U.S. continued to challenge other countries' retaliation for its Section 232 tariffs on aluminum and steel. At Monday's Dispute Settlement Body meeting, China made a second request for the establishment of a panel to address the 301 tariffs. The U.S. blocked the first request, but cannot block a second. The U.S. first imposed Section 301 tariffs on $34 billion of Chinese goods last July and later targeted another $16 billion in goods. It alleges that China is engaging in unfair trade practices like intellectual property theft and forced technology transfer. Additional tariffs of 10 percent were later imposed on S200 billion worth of goods. They were set to rise to 25 percent on Jan. 1, but the increase is on hold while the two countries engage in trade talks.
