Russian fuel oil exports fell by 7pc to just over 44mn t last year, as a result of increased internal processing at refineries, following plant upgrades. Fuel oil production at domestic refineries was 10pc lower than a year earlier at 51.2mn t, the energy ministry says. But higher secondary processing of fuel oil at Russian plants raised vacuum gasoil (VGO) output by 5.7pc to 15.88mn t - although VGO exports were 2.3pc lower than in 2016, at 13.4mn t.
