The cost of shipping products from Turkmenistan’s 180,000 b/d Turkmenbashi refinery along Russia’s inland waterway system rose on the month in November on almost all routes amid limited tanker availability. Rates rose for shipping to the Kerch strait, where floating storage tankers are moored, as well as to the Ukrainian ports of Kherson and Mykolaiv, although rates to Odessa in Ukraine fell as a result of lower supplies along the route. The rises reflected the redeployment of Russian-owned tankers to the Black Sea ahead of the closure of Russia’s Volga-Don system at the end of November. As a result, Turkmen products were carried mainly on Azeri and Turkmen vessels in the second half of November.
