Pacific coast refinery plan revived

Quito has revived its plans to build a 300,000 b/d refinery in Manabi province on the Pacific coast. The new proposals envisage a scaled-down $5bn deep conversion plant, rather than the original $10bn-12bn refining and petrochemicals complex proposed under the government of former president Rafael Correa. The stalled development is now part of a wider probe into a number of incomplete, overpriced and defective infrastructure projects initiated under Correa.
