Countries that fail to enforce the forthcoming 0.5pc sulphur cap regulation may face legal consequences, even if they are not parties to the MARPOL Annex VI, a group supporting the limit said. According to the Trident Alliance, a state that has ratified MARPOL Annex VI can be held legally liable under the Vienna Convention on the Law of Treaties if it chooses not to enforce the policy.
