Consumers have a balanced position in the process of transactions either directly or indirectly transactions (electronic transactions) are growing at this time. In the transaction, there are at least 3 (three) main phases that become the basis for conducting transactions, namely inthe pre-transaction phase, transaction phase and post transaction. The role in the pre-transaction phase has an important role in consumer protection, where in this phase the effort to describe the goods or services based on Law no. The consumer must be given a clear understanding by the produceror business actor as the transaction ethic and as an effort to protect the losses as a result of the mismatch of the description of the goods or services. The study of 2 (two) reseach problems, namely (1) How is the ethics of transactions as consumer protection? And (2) How to enforce thelaw on consumer protection based on Law no. 8 Year 1999 About Consumer Protection? The research using doctrinal research method with normative approach.
