SINGAPORE (ICIS)--Moody's Investors Service on Wednesday changed its outlook onChina’s government credit ratings to negative from stable amid the rise in debt, fallingreserves and uncertainty about the authorities’ capacity to implement reforms to theeconomy.“The first driver of the negative outlook on China's rating relates to the government'sfiscal strength which has weakened and which we expect to diminish further, albeitfrom very high levels,” the ratings firm said in a note.
