Oil and gas projects are capital intensive investments. Every year, oil and gas companies including owners and contractors spend billions of dollars on capital projects. Recently, with the increase in oil price, we have seen an unprecedented increase in capital project expenditure. As pointed out in a recent article [1], the worldwide capital spending on oil and gas projects exceeded USD00 billion for 2006 alone. It is forecasted that capital project spending will increase further in the next few years.
