As reported in the Jan.13 Digest,after the Chinese government waived the 1.218 yuan($173.40)/mt consumption tax and 13% value-added tax for fuel oil production,refiners will be encouraged to increase output,which will allow domestic traders to compete intentionally.The top four state-owned refiners in the country have already pledged to increase combined LSFO production capacity to 18.15MM mt/y(333K b/d),which is higher than current domestic demand of 12MM mt/y(220K b/d).As the rebate will only be applied to fuel oil sales for bonded storage and not for exports,which will cap prices.
