In March 2020, as fear of the COVID 19 pandemic began to grow in the UK, people began to panic buy: they emptied supermarket shelves of essential items, and over-bought and over-requested medicines, leading to shortages. And people who use drugs (PWUD) may now be panic buying, stockpiling and facing shortages of their own essentials. By mid-April 2020, drug experts had raised their concerns about the dip in supply of illicit drugs, such as heroin and the synthetic cannabinoid 'spice'12.
