Beijing-While China is set to open up its wholesale oil market in less than 13 months as part of its World Trade Organization entry commitments,Beijing has yet to send encouraging signs of ending restrictions on crude and products imports by entities outside the state sector-domestic and foreign companies alike.At an oil market conference in Beijing last week,industry players and market observers suggested opening the wholesale market would be meaningless unless the government was willing to let go of its oil import management system.
