New York—Gray Oak pipeline, the newest of the crude pipelines to carry Permian and Eagle Ford crude to the US Gulf Coast, has filed for permission to accommodate on-system storage as both domestic and export demand for the crude collapses. Phillips 66 Partners, operator of the 900,000 b/d pipeline, filed Friday with the US Federal Regulatory Energy Commission for a waiver to allow a new tariff to become effective April 5 which represents a one day’s notice.
