The US Senate voted at the weekend in favor of a two-month extension of payroll tax breaks for millions of Americans, and in doing so, thrust the Keystone XL pipeline debate back into the national spotlight through a provision requiring President Barack Obama to make a final decision on the project within 60 days. The move to include language that would expedite a decision on the controversial oil sands pipeline project was meant to win over Republicans who had opposed an extension of the tax breaks.
