The Doura refinery in Baghdad is running 140,000 barrels per day of crude, a sharp rise from earlier estimates, while a new 70,000 b/d crude distillation unit planned at the Baiji refinery in Salahuddin province could be added within a few months, according to Iraqi Oil Minister Jabbar al-Luaibi. Iraq’s downstream sector has suffered from years of underinvestment and the war with Islamic State. A senior oil ministry official said one month ago that the Doura refinery was running at 80,000 b/d, just 40% of its nameplate capacity ( IOD Nov.24’17). The Baiji refinery, Iraq’s largest until it was destroyed in sustained battles in 2014-15, had a nameplate capacity of 310,000 b/d.
