Zimbabwe's health sector: the way forward.

Charles Todd and colleagues (Feb 13, p 606) highlight the challenges facing the health sector of Zimbabwe today. We agree with their analysis, but would add three points based on our ongoing review of the health sector in Zimbabwe.First, the Government of Zimbabwe must establish sustainable health financing. Revenue collection increased from just over USDollars 5 million to dollar70 million per month between late 2008 and the second quarter of 2009 and is likely to continue increasing. If Zimbabwe were to meet its Abuja Declaration commitment, this would translate into an annual health sector allocation of dollar120 million from 2010. Furthermore, Zimbabwean taxpayers are levied a 3% income tax towards the National AIDS Trust Fund. This amount compares to the Global Fund (Round 8) which seeks to mobilise dollar496 million over 2010-14.
