Rigorous empirical evidence, including accurate statistics, estimates, and projections, are crucial for appropriate allocation of resources in the fight against HIV/AIDS. The most recent data show that, except for sub-Saharan Africa, HIV epidemics around the world are concentrated in key risk-groups and their sexual partners. These hard-to-reach hidden populations include men who have sex with men, sex workers, and injecting drug users.
