EU CO2 support plan may be delayed until Jan: Deutsche Bank

London—A European Commission proposal to boost EU carbon allowance prices by delaying future auctions may not be agreed this year, due to possible delays in the legislative process, according to Deutsche Bank analyst Mark Lewis. The EC said in July it wants to delay between 400 million and 1.2 billion EU Allowances from auctions in the 2013-15 period -- boosting prices by curbing the supply of fresh EUAs entering an already flooded market. The EC wants the measure to be agreed this year, but that may not be possible, Lewis said. "The political procedures are complicated by the voting processes," he said in a research note Tuesday. The EC is pursuing two separate but parallel measures that aim to delay temporarily a volume of EUAs from the auctions.
