China, Curacao ink MOU on Isla refinery, oil terminal

Caracas-China’s Guangdong Zhenrong Energy Co. (GZE) and the government of Curacao have signed a Memorandum of Understanding where the two parties would consider signing a 20 year lease making GZE operator of the di Korsou (Isla) refinery, according to a copy of the agreement seen by S&P Global Platts. The lease would also make GZE operator of the Bullen Bay oil storage terminal and the refinery’s power plant, as current lessee Venezuela’s state-run PDVSA has failed to make necessary investments in the upgrade and modernization of the facilities.
