London-A key advisory body on share hold- ings for Norway's $800 billion dollar state oil fund, the world's biggest sovereign fund, rec- ommended Wednesday Shell and Eni be put under review for their roles in major oil spills in the Niger delta. The Independent Council on Ethics rec- ommended in a report that both companies be put in "observation" status for four years while further studies were made into the situation.
