Calgary—Pipeline operators in North America will find it an uphill task to build new facilities, as producers increasingly turn toward the use of rail cars to transport crude oil from production centers to refineries. “North America, and Canada in particular, is in the midst of severe opposition to new pipeline projects. Sometimes operators are a bit cavalier about leaks and are late to respond. We are now under a great deal of public scrutiny and operators are not being spared for even a minor error,” said Steve Wouri, Enbridge’s president of liquids pipelines and major projects, at the International Pipeline Conference and Exposition this week.
