Mexico City—A tale of two pipelines pits Mexico’s two state energy monopolies into competition that is expected to involve investments of more than $6 billion. But while contracts in one case are advancing smoothly, the other appears to have met a hitch. Pemex, the oil and natural gas company, and the Federal Electricity Commission, or CFE, are planning the planned pipelines from the US border to meet the rapidly growing demand in Mexico for low-cost shale gas from the United States.
