Dubai-An international meeting on Libya May 5 agreed to set up a new fund to help Libyan rebels, with the US and Europe also promising to tap frozen assets of Moammar Qadhafi's regime. The Libyan rebel-led Transitional National Council said before the Rome meeting of the so-called contact group on Libya that it would seek a loan of $3 billion against future crude oil sales, Qatar's al-Jazeera television reported.
