Washington-The board of the American Petroleum Institute on March 17 approved the creation of an offshore drilling safety institute that would develop programs to enhance deepwater drilling safety in the Gulf of Mexico. The Center for Offshore Safety will be based in Houston and be open to all compa- nies that operate in deepwater exploration and production, the oil and gas trade group said in a statement.
