New Orleans-ExxonMobil took honors March 22 for the fourth deepwater permit issued by US regulators this year, having been previ- ously approved for a deepwater Gulf of Mexico well that had been permitted before the 2010 deepwater moratorium but had not yet been spudded when the drilling ban was issued after the BP Macondo blowout and spill.
