Anchorage-Alyeska Pipeline Service Company foresees operating problems with the Trans-Alaska Pipeline System when oil throughput declines to an annual average of 500,000 b/d, a company official said March 12.TAPS is now moving about 680,000 b/d, but at current 5.5% annual rates of production decline in the North Slope producing fields the 500,000 b/d threshold would be reached between 2014 and 2016, Alyeska Vice President Mike Joynor told a state legislative panel.
