Cape Town-The sharp drop in oil prices from a high of $147/barrel last July to a low of $35/b in February 2009 has drained budgets in some of Africa's key oil producers and limited funds for state oil companies, the International Energy Agency said June 29. Chronically cash-strapped Nigeria is struggling to meet its financial commitments to projects, though its joint venture partners have stepped in to provide loans for the state-owned NNPC's share, the agency said in its latest monthly report.
