Singapore-China started filling in November its third strategic oil reserve, known as Huangdao, at the port of Qingdao in Shandong province, a senior port official said December 12. "It is the right time for China to fill up its strategic reserves as the global crude oil price has fallen by over $100/barrel from its peak and is widely considered to have hit bottom," a senior Sinopec official said.
