Moscow-Anglo-Dutch giant Shell and Russia's sixth-largest oil producer Tatneft have signed a strategic partnership agreement to develop heavy oil fields in the Russian republic of Tatarstan and look for acquisition of new licenses for hydrocarbon exploration in the republic and elsewhere in Russia, the companies said September 27.
