Paris-Nigerian Oil Minister Edmund Daukoru said September 27 the government had begun a review of blocks neglected by oil majors operating in the country but denied he intended targeting Shell specifically, following reports of plans to revoke the UK-Dutch company's license. "I don't want to single out Shell. It is a routine exercise and review of the blocks left dormant at a time when the world is hungry for oil," he said.
