Caracas-Venezuela is considering hiking royalties on four extra heavy crude prejects to 30%,according to a report published Feb 22.Local daily El Universal said the Energy Ministry is in talks with operators of the projectd,located in the Orinoco Belt region,about a "Voluntary" Increase from 16.7% to 30%.
