The new US House Republican energy plan,released Apr 1 and set to be taken up by the House Energy Committee this week,seeks to limit the number of new specially blended motor fuels and encourage new refining capacity.The new legislation is similar,but not identical,to a "discussion draft" of proposed energy legislation released earlier this year by Rep.Joe Barton (Republican-Texas),the panel's chairman.
