Venezuela is not prepared to negotiate the royalty increase that was imposed late last year on foreign oil companies operating four extra-heavy crude upgrading projects in the country,energy minister Rafael Ramirez said late Feb 24."That is not negotiable," Ramirez told reporters at the National Assembly in Caracas.
