Washington-The US oil industry was"out-resourced in the communications and grassroots areas,"causing it to lose the public-relations war over liability protection for gasoline additive MTBE,which led to that provision being left out of comprehensive energy legislation,American Petroleum Institute president Red Cavaney said in a memo to the group's policy committee.
