Foil: Import pressures ease, trade flows stabilise

There have been significant developments on foil trade duties recently. Provisional duties of 12.2%, implemented in July against Russian household foil, were extended on a 5-year basis in December 2015. The European Commission also extended anti-dumping duties from 2009 against Chinese household foil. The rate of the duty is 30% though exceptions have been granted to select Chinese producers, namely Alcoa - 6.4%, Shandong Loften Aluminium Foil - 20.3% and Zhenjiang Dingsheng Aluminium Co - 24.2%. Though there is still potential for state trade intervention in converter foil markets, many producers expect imports to stabilise in 2016.
