Anti-drilling activists in Colorado said they have enough signatures to place two measures on November's ballot that could sharply curtail new gas and oil production in the Rocky Mountain state. Coloradans Resisting Extreme Energy Development (Creed) said 110,000 registered voters signed petitions in favor of the referendums by Monday's deadline, and the secretary of state has 30 days to certify that at least 98,492 are valid. Industry officials worry that passage of Initiatives 75 and 78, which target hydraulic fracturing in or near populated areas, would place large volumes of gas and oil off-limits to development, while mobilizing activists in other energy-rich states to follow suit.
