Crude oil transportation on the US West Coast looks likely to remain constrained for a longer period of time as damage to a Plains All American crude line is worse than originally thought and Phillips 66 has also closed down a pipeline after it sprung a leak. Plains All American said on Thursday that its Line 901 pipeline in California will not restart this month, so as to give it time to comply with testing and data mandates set by US regulators.
