The fast-tracked schedule was deemed impressive because the U.S., Minerals Management Service (MMS) rejected the company's plan to add a superdeck at the Ship Shoal Block 332A platform, which then required design and construction of an adjacent, bridge-connected B platform to satisfy MMS criteria. "Despite this major change in plans, we kept the project on the relatively fast track that we had established for it," said Dennis Jahde, who served as project manager for the initial 5/2 years of the Cameron Highway planning and installation phase, "The 8% increase over initial budget was essentially due to the additional platform design and construction. Otherwise, we would have come in under budget. We also slightly increased the budget in order to expand receiving and pumping facilities at our High Island A5 platform, capacity that will help us meet production growth in the area. From a construction standpoint, we were very successful; this was an outstanding accomplishment."
