Finland tops Fraser Institute's policy survey

FINLAND unseated Canada as the most attractive investment destination for miners, when taking into account public policy considerations such as regulation and taxation, according to a 2012/13 survey by the Fraser Institute. Indonesia came bottom. The institute, a Vancouver-based research organisation, said Finland topped its Policy Potential Index (PPI). New Brunswick, Canada, came first in last year's poll.
