Black Sea: Trade minimal ahead of OPZ restart

Trade in prilled urea from Yuzhnyy is largely stalled as traders await the final decision and timing of OPZ's restart of one ammonia unit and the two urea lines. The State Property Fund is expecting cabinet clearance on deferred payments for natural gas with immediate effect September 22, and has instructed OPZ to perform checks and repairs with the aim to have the units back up and running by October 12.
