TRINIDAD AND Tobago Energy Minister Carolyn Seepersad-Bachan said last week that the government has awarded Methanol Holdings Trinidad Ltd. (MHTL) a contract for another ammonia and downstream derivative project to cost about $1.9 billion. Industry analysts noted that MHTL is managed by CLICO, or the Colonial Life Insurance Co. and that CLICO is effectively controlled and held in receivership by the national government after the Trinidad-based firm's financial melt-down last year.
