China National Offshore Oil Corp. (CNOOC) is planning to spend $30 billion to beef up its offshore facilities by 2030, with some twothirds to be spent on deepwater equipment, a company official says. The investment program complements CNOOC's ambitious bid to expand operations in the controversial South China Sea.
