In a four-day visit to Latin America last week, the head of Russia's state-controlled Rosneft further cemented ties with three oil-producing allies in the region -- Venezuela, Brazil and Cuba -- but the lack of concrete agreements suggests the aim of his trip was purely political. Igor Sechin first visited Venezuela, where he met with President Nicolas Maduro and oil minister Rafael Ramirez to discuss joint projects between Rosneft and Petroleos de Venezuela (PDV), Rosneft said in a press statement.
